The giant reclining Buddha is like a magnet for tourists and there are always people around it watching its mother-of-pearl inlaid feet but you have the best chances to avoid large crowds very early in the morning, at 8am when the temple gate opens. Visit the Buddha first, drop some coins in the monks' bowls and then stroll around and admire the beautiful ornamented chedis.
