You mean medical emergency, right? Well, as a tourist, the best place to go to in such cases would be the Tourist Assistance Center. It's a division of the TAT (the Tourism Authority of Thailand), and they can help you in most cases. Call 0 22 81 13 48. They DO speak English :)
