I stayed at All Nations on Dechanuchit road in Hua Hin 6 months ago, the double rooms (250Baht) have air conditioning, just make sure to ask for a room where the air-con actually works. Other than that, the owners speak English (the guy is Canadian) and guests are from all over the world (thus the name of the hostel). When I arrived there I asked for a room with private bathroom but I discovered there aren't any, so...if that is an inconvenience for you you'd probably better try somewhere else.
