Of course you can. It's cheaper and easier to get than a car, actually. But don't do it! It's the most dangerous means of transportation available. The locals are used to the traffic so they don't undergo too many risks, but for the usual westerners the traffic in Phuket is deadly! Hundreds of people lose their life in car accidents there. Take cabs. It's safer.
